    Town of Surfside (pop. nearly 6,000) is located on a South Florida East Coast barrier island, with Miami Beach to the south and the Village of Bal Harbour to the north.     The ideal candidate shall possess at least a Bachelor’s degree in Business Administration, Public Administration or related field supplemented by course work in management, and should have at least three (3) years of prior experience as a Municipal Manager and / or Assistant Manager experience, preferably in the State of Florida.   • The Town of Surfside is seeking a qualified individual to fill the position of Controller.  Under the general supervision of the Finance Director, performs specialized accounting and finance work, general ledger maintenance, and other accounting functions, including reviewing journal entries, bank reconciliations, reporting, payroll, and utility billing.

    The preferred candidate must be able to:

     

    1. Oversee the Finance department accounting, accounts payable, utility billing, and payroll staff.
    2. Maintain the General Ledger including review and posting of Journal Entries.
    3. Monitor the Town's financial system to ensure that all Town personnel are following the financial management system and the methods and practices incorporated therein.
    4. Supervise all bank reconciliations.
    5. Oversee preparation of all accounting work-papers.
    6. Review and implement Governmental Accounting Standards Board (GASB) pronouncements.
    7. Plan, coordinate, and develop preparation of the Annual Comprehensive Financial Report (ACFR).
    8. Submit required information to apply for the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting.
    9. Submit required information to apply for GFOA Distinguish Budget Presentation Award.
    10. Submit required information to apply for the Public Pension Coordinating Council (PPCC) Award.
    11. Serve as backup for the review and issuance of purchase orders including ensuring compliance with Town Code and policies.
    12. Manage treasury and debt management programs.
    13. Assist and act as liaison to external auditors in performing audit functions.
    14. Serve as back up for the review and approval of invoices for payments, including budgetary and procurement compliance.
    15. Serve in an acting capacity when Finance Director is absent.
    16. Gather, organize, and maintain any financial information that may be requested or required by the Town Manager or department heads.
    17. Provide and implement a method of coding allocations of revenues and expenditures.
    18. Assist with periodic audits of capital assets, non-capitalized tangible capital-type items, etc.
    19. Assist with Third Party Administrator functions for pension.
    20. Manage and maintain Resort Tax Process.
    21. File all quarterly and year-end reports, 1099’s and W2’s.
    22. May function in any emergency management role or capacity in the Incident Command System (ICS) to include Logistics, Operations, Planning, and Finance / Administration.
    23. Perform other duties as assigned.

  • Under general supervision of the Assistant Parks and Recreation Director assists with the year-round recreational programs.  Work is reviewed through observation and reports for adherence to established policies and procedures.

    The preferred candidate must be able to:

    1. Teach recreational fundamentals as required and enforces policies, rules, and safety regulations for participants.
    2. Assist the children in learning crafts, athletics, games, and teamwork.
    3. Perform various duties involving the issuance, receipt, storage, and inventory of recreational equipment, games, and craft supplies.
    4. Work with the public.
    5. Prepare flyers, posters and other materials to promote programs and increase community awareness and individual participation.
    6. Assist with the coordination and planning of Town wide special events.
    7. Assist with planning, organizing, implementing, supervising, and evaluation of specific recreation programs and summer camp.
    8. Operate Town vehicles and equipment in a safe and efficient manner.
    9. Assist in preparing schedules and work orders.
    10. Assist with park inspections to ensure the safety of the public and park facilities.
    11. Input and remove information from Town website.
    12. Assist in operation of all the Town’s Parks and Recreation Facilities.
    13. Coordinate year-round and seasonal recreation staff, contractual instructors, coaches and volunteers in the development and implementation of recreation programs and facility operations.
    14. Take photographs of recreational activities for Town publications.
    15. Supervise and participate in customer service aspects including but not limited to: program registrations, facility reservations, daily operations, customer service etc.
    16. Assist in promotion of recreation programs and facilities through department marketing materials and related communications.
    17. Perform a variety of duties such as answering phones, computer correspondence, running errands, facility setup and breakdown, etc.
    18. Act as a recreational advisor to clubs and special interest groups.
    19. Assist in facility maintenance and upkeep as required.

  • Under the general supervision of the Town Manager, responsible for technical supervisory work enforcing building inspections and plan review to ensure compliance with existing codes, ordinances and statues. 

    The preferred candidate must be able to:

    1. Enforce building and zoning codes.
    2. Examine building plans and construction methods to ensure compliance with building codes.
    3. Issues Permits.
    4. Review proposed alternative methods and materials from design professionals, builders and homeowners.
    5. Issue "Notice of Violations" and/or “Stop Work Orders” for breaches of the building code.
    6. Review construction values on all permit applications.
    7. Interpret the Florida Building Code for Plans Examiners and inspectors.
    8. Instruct permit technicians on permitting procedures.
    9. Consult with design professionals and clarify building code provisions.
    10. Develop new forms and departmental procedures.
    11. Supervise the scanning of all building plans.
    12. Assist other departments with construction related issues.
    13. Assist other departments with explanation and clarification of the Town's Code of Ordinances.
    14. Develop short- and long-range strategic business plan.
    15. Attend Town Commission meetings, monthly Planning & Zoning meetings, and other meetings as required; takes necessary action regarding agenda items.
    16. May function in any emergency management role or capacity in the Incident Command System (ICS) to include Logistics, Operations, and Planning.
    17. Ensure FEMA compliance with rules of the National Flood Insurance Program and other FEMA regulations.
    18. Coordinate, implement, and maintain the Town’s workplace safety program (risk management program) and serves as the Town’s ADA coordinator.
    19. Serve as the Floodplain Manager for the Town, as certified by the Association of State Floodplain Managers (ASFPM).
    20. Manage development in the Town to comply with NFIP Community Rating System (CRS) program.
    21. Serve as the OSHA Construction Safety & Health Instructor.

  • Under the supervision of the Parks and Recreation Aquatic Supervisor, responsible for preventing, recognizing and responding to emergencies at the Town’s pool, beach and related recreational activities. Provides care for injuries and sudden illnesses until advance medical personnel arrives and takes over.

    The preferred candidate must be able to:

    1. Watch swimmers, bathers, weather, and water conditions vigilantly.
    2. Perform rescue, artificial respiration, first aid, and emergency work as necessary.
    3. Warn against dangerous practices and keep weak swimmers and non-swimmers out of deep water.
    4. Enforce rules and regulations regarding swim areas in a tactful and effective manner.
    5. Maintain, and keep all necessary records concerning pool chemicals, accident reports and incident reports.
    6. Maintain proper water chemistry and make necessary adjustments when needed.
    7. Make first aid, maintenance reports, and maintain equipment.
    8. Train physically to maintain physical abilities to perform duties and pass physical requirements.
    9. Notify proper authorities if public refuses to obey safety rules. 
    10. Work with the public.
    11. Perform other duties as assigned.

       

      The successful candidates must possess the following certifications: American Red Cross Lifeguard Training, CPR / AED for the professional Rescuer or equivalent and a valid Florida’s driver’s license.  Aquatic Facility Operator (AFO), Emergency Medical Responder (EMR), Lifeguard Instructor certification and Water Safety Instructor, desired.

  • The Surfside Police Department provides law enforcement services to a diverse community with a population of approximately 5,800 residents.

    The Police Department is a progressive, modern organization comprised of 31 sworn officers. Our officers provide the highest level of police service to the community we serve in a professional, courteous, ethical and judicious manner.
