Community Center Complex Update
On Tuesday, July 8, 2008 Surfside residents were presented with updated design options for the Community Center Complex, Aquatic Activity Pool.

A Public Workshop was held on Tues. July 1, 2008 to discuss financing options for capital projects, including the community center complex.

On Tuesday, May 13th, prior to the Regular Commission meeting, the Architectural Design Team for the new Community Center presented a Design Update to the Town, which included floor plan layouts, pool design, elevations, initial mechanical plans and a review of the current “GREEN” building design elements which satisfy criteria for achieving “Leadership in Energy & Environmental Design” (LEED) certification.

Final building permit approvals for the temporary modular office space is being secured at the time of this writing (4-23) . Miami-Dade County Fire Marshall approval is all that remains to allow for occupancy. Concurrently, tree preservation and relocation of numerous existing mature palm trees is being accomplished to retain these valuable natural resources. Electrical service to the modulars has been completed, along with necessary hard wire connections to support IT functions. AC and maintenance functions have also been finalized.
U.S. Wrecking has completed demolition of the concrete pool deck and pool structure. Deconstruction of the principal Community Center structure has begun and should be completed within approximately three weeks. The temporary construction fence surrounding the site is also finished.
On Tuesday, May 13, at the regular meeting of the Surfside Town Commission, a detailed presentation will be provided by the Architect’s Design Team to include: floor plan layouts, pool design, elevations, initial mechanical plans, and LEED certification. On February 26, 2008, architects for the new Community Center facilitated a schematic design presentation to the Commission. The attached image was detailed as: The 3 “smokestack” volumes allude to the idea of the sea and ships; the conical elements would provide natural light to the room below during the day and glow at night when seen from a distance.

On Tuesday December 18th a “Special Commission” meeting was held in the Community Center. The purpose of the meeting was to have Spillis Candela DMJM, the Town’s Architect for new Community Center, give a presentation to the residents and the Commissioners proposing four different options for the new Community Center complex. They used the Charrette, the feasibility study, and previous input from the Commission and residents to formulate the four concepts. During the meeting both residents and Commissioners provided their ideas, thoughts and desires in terms of which “Concept” best met the needs of the Town. After much discussion the Commission voted to have the Architects move forward with a design utilizing “Concept C” as the base. “Concept C” consists of a three story building approximately 27,000 square feet. The building will be placed parallel to Collins Avenue and would house a ball room and or multi purpose room, library, kitchen, offices, arts and crafts area and several other spaces to meet the Town’s needs. Now that we have a Concept for the building and an understanding of the programs that will be housed within it the Architect is moving forward to do the actual design of the building. The Architect has begun discussions with their Aquatic Consultant. The conceptual pool and water feature plans will begin after the New Year for that crucial portion of the project.

On November 27, the Town’s contract service provider, Calvin, Giordano & Associates, was given direction by the Town Commission to formulate and publish an “Invitation to Bid” for the deconstruction and demolition of the existing Community Center. CGA along with the Town Attorney, Weiss Serota and Helfman, and Town Staff issued the “Invitation to Bid” on November 30, 2007. The bid document requires the Contractor to be “LEED” certified. The Bids are required to be in the Town’s possession no later than 4:00 PM January 11, 2008.
In preparation for the demolition of the Community Center the Town is in the process of going through the necessary steps to move the Library, and Parks and Recreation Departments to modular buildings on the west side of Collins. A site plan has been produced by ModSpace and a proposal has been received by the Town for leasing and moving of the modular buildings.

Police Dept. Introduces CodeRED Emergency Alert Phone System: Residents & Merchants Need To Register!
SURFSIDE POLICE INTRODUCE “CodeRED”
EMERGENCY TELEPHONE NOTIFICATION SYSTEM
The Surfside Police Department is pleased to announce the acquisition of the high speed, CodeRED emergency alert system. With the introduction of the CodeRED system, officials are now capable of delivering either Town-wide or targeted pre-recorded emergency telephone notification/or information messages, such as evacuation notices, missing child alerts, boil water notices, and fire or flood disasters.
CodeRED provides the community with greater protection during critical situations. Thousands of people can be alerted quickly and the controlled warning system ensures that every call provides consistent and accurate information. Other benefits include documented confirmation of the individuals selected, and the system has the ability to contact cell phones and pagers. CodeRED reduces the demand on emergency personnel so that they may better focus and manage their response efforts.
Police Chief, David Allen explains “the CodeRED system is only as good as the database supporting it. If your phone number is not on the database it will not be called.” He further emphasizes that, “in an emergency situation, early notification can help save lives.” Chief Allen encourages all residents and business owners to register their phone numbers and assures everyone that the information will remain completely confidential and will only be used for emergency notification purposes.
To register your phone number into the database, please click on the CodeRED link below. This emergency network is a geographical based information system, which means street addresses are needed in order to select which phone numbers will receive the notification calls. Therefore, required information includes first and last name, street address (physical address, no P.O. boxes), city, state, zip code, and primary phone number.
If you do not have Internet access, please contact Lieutenant Rolando Baldomero at (305) 861-4862, between the hours of 9:00 a.m. and 5:00 p.m., to register by phone. Any questions you may have about the CodeRED system may also be directed to Lieutenant Baldomero, Monday to Friday, during regular business hours.

Plan now, be safe!
The hurricane season officially began on June 1st and will last until November 30th. The Town of Surfside encourages everyone to create a safety plan so that you will be ready in the event of a storm. The barrier island of Surfside lies within Evacuation Zone A, which means that if forecasters predict that a major hurricane is headed for our coastline, this area would be evacuated first. Having a plan of action is critical to your safety. Now is the time to decide where you will go to ride out the storm, given the possibility of an evacuation order. Keep in mind that there will not be any emergency services available during the height of a major storm, as rescue personnel will also have evacuated to the mainland, until landfall.
